some said yes some said no.

I don't have the IP to buy one and test.

what is actually in the "on hit effect"?

Nope. That would make it incredibly OP and just completely eclipse and make obsolete Gangplank's Parrrlay. Just think of it similar to Ezreal's Mystic Bolt (which also can apply on hit effects, but cannot crit).

On effects that work off the top of my head: Blood Thirstir (lifesteal and proc component), Frozen Mallet, Blood Razor, Malady, Black Cleaver, etc.

This applies to both the initial hit and bounce.
