I'd like to weigh in here, even though this comment is way back in the thread by this point. I think Rammus represents one of the internally unbalanced champions of the league. What I mean by that for Rammus is that his whole kit is balanced around his taunt. You at Riot have kept his taun the longest in the game while nerfing other aspects of his kit. As it stands, his taunt is still ridiculously strong, but the other parts of his kit feel lackluster in an attempt to balance him externally. As long as his taunt stays that powerful I think it will be very hard, if not impossible, to truly balance him.
Another champ I happen to think is internally unbalanced, though in a different way, is Nunu. Nunu has 2 abilities that can damage champions. One is his channelled ultimate, the other is a targetted slow. At max rank, he has a 3-second, 60% slow on a 6 second cooldown, and its damage is based around it being his primary source of champion damage. This means that his iceball will deal high damage, slow incredibly, be undodgeable, and be spammable. I don't know of another ability like that, and I personally find it ridiculous.
I don't know how to fix either of these problems, but nonetheless I consider them significant problems to champion balance that doesn't fit into the usual buff/nerf balancing scheme.
