If neurotoxin or venomous bite damage enemies for 8% of they current/missing health, it stacks with havoc and executioner masteries?
Imagine 8% + 2% + 5% if the answer will be yes I'll think that she's OP

That's not how it works at all.

It's 8% of their current or missing health, then the total damage (including AP and base damage) is multiplied by x1.02 (2%) for Havoc, and by x1.05 (5%) for Executioner.
