The poll is bad. I for one voted for all four options, because it's a terrible poll.
But read the options again.
1. "yes, more champions can be used now"
2. "no, a lot of junglers that used to be good are now struggling and barely viable"
Option 1 says more junglers are viable.
Option 2 says junglers that used to be extraordinarily good (too good) are now weaker, but "barely viable." This means they're still viable, they just may not be as good.
But ultimately, that's the only realistic way for Riot to make more junglers viable.
Why wasn't Warwick a viable jungler in Season 2?
Why was Hecarim a viable jungler in Season 2?
Hecarim was a viable jungler because he could clear the jungle at full health (or near) and he had very strong ganks.
Warwick was not a viable jungler in season 2 because he couldn't do anything Hecarim couldn't do. He'd clear the jungle with the same health but he had weaker ganks.
Why are they both viable now in Season 3? By making the jungle more difficult, Riot is changing what a jungler is capable of and changing what it takes to be a good jungler. Ganks are important still, but you can't just sit in the bush all day waiting around for ganks--you'll fall behind.
They're both more viable now in Season 3 because while Warwick's ganks are weaker than Hecarim's ganks, he's got a better ability to clear, and can clear at higher health--he can take bigger risks on his ganks (increasing his chance of success). Meanwhile Hecarim's ganks are still strong--he still has the same set of abilities--his ganks are simply riskier. He's not as strong at clearing the jungle so he'll have to gank at lower health and risk dying.
You couldn't play Warwick before the jungle changes because AFK farming wasn't an option at all (you'd fall behind), and the enemy jungler would be non-stop ganking your lanes, maybe even level 3 tower diving. Now if Hecarim makes a level 3 tower dive, your laner will probably be just fine in a 2v1.
