The mindset they had behind nerfing oracles to a time limit was that there were abuse cases in which bot lane would get a lead, get oracles, and have oracles for about 20-25 minutes. This was a huge disadvantage to the other team who was behind, because NOW they would get ganked multiple times without a way to counter the support with oracles who was in the lead and is near unkillable. It gave them a huge advantage in lane and it was quite abusive of what they wanted to be a mid-late game item.
My suggestion is a mastery (Ward Slayer)? It would give you time back on oracles (till a max of the oracles duration) for every ward you kill, maybe 10 at the start (scaling upwards) to 20 (numbers should be tweaked probably, I have no clue what they should look like). This would make it non-abusive early game, as well as elongate the oracles late game when it matters the most but when you are more likely to die. Oh ya, replace this with scout, NO ONE uses scout... So useless z.z
