So I have heard rumors here and there of people who have gotten exactly 0 IP, and reporting to Riot who gives them a prize of some sort for the accomplishment! So today I have accidentally accomplished this and was wondering if this is true?!

No, I have heard reports of level 30 accounts doing this. Could be just a rumor, but it's worth a shot!
