Yeah. Something like if you have a spell that constantly drains mana, like singed poison, Ashe frost arrows, or Karthus' defile, for example, the tear basically will tick on cooldown (every 3 seconds) as long as that mana is being spent. So I don't think it is as automatic on Ashe, since she only spends the mana if she auto-attacks, but she can still charge it very fast, since she should be able to atttack minions fairly reliably in aram.
