Vladimir - Why does his Hemoplague not stop turret neutralizing

Is there any reason why Vladimir's Hemoplague doesn't stop champs from taking a turret? I can't think of a single other ability that causes damage, but doesn't stop champions from taking control points.

It's because the damage isn't instant.

If it doesn't, it should get the 1 point of true damage like Zilean's bombs. Same deal, really.

I'm pretty sure that Zilean's bombs don't interrupt caps until they detonate either.

I'll have to test it. They definitely draw turret aggro in SR, which makes me think they would also interrupt in dom.

What about Trundle's pillar of filth? It will move you but if it doesn't move you away from the tower in just the right spot it won't stop others from capping towers - huge flaw if you ask me.

They don't even interrupt when they detonate. Zilean pretty much needs to autoattack to interrupt caps.
