I have friends that have been warned or banned and hey have it so.... WTF?
Is there any other way to get it?

98% of people who play this game have never been warned or banned by Tribunal.
You have to be significantly better than just "never warned or banned" in order to earn the icon.

Well I have enough honors for 2 different ribbons according to what a friend told me.
I think you have to have enough for all 4 :/

Honor is not everything for the symbol.

I've been inactive for several months on my EU account (Those Who Remain) now due to Guild Wars 2, but I logged in and discovered the Santa Baron icon anyway.
At this moment, I have had not a single ribbon and only 9 'friendly' honor. Riot has somehow included past behaviour into the equation.
