why when i duo me and whoever i duo with are last 2 picks? is this new?

Hello. The order depends on your current elo rating. The highest on your team becomes captain, the second highest becomes second pick and so on and so forth. You should not always be in the same spot but you will notice that you will always pick before your friend if your elo is higher (and vice versa). http://leagueoflegends.wikia.com/wiki/Draft_Pick

When both of you are around the same ELO, you will always get the 2 last picks.

Ya it depends on elo. That can be pretty good though. If you play adc mid or top you can counter pick or not get countered. I seem to always be first pick which stinks since i main top lane.
