Who's this ISP guy and where can I find him?

I've got some words for this "ISP" guy.... making all my games drop.

Is he a hacker or something? I've never heard of him, but I know he's responsible for a lot of dropped games recently. Riot should IP ban him or something.

Lol... ISP= Internet service provider, they are the people that supply you your internet to use. I doubt its the ISP causing the problems cuz my optic fibre runs just fine.
