He can 1v1, but only if you absolutely know what you're doing. It will take a long amount of time, dodge ability, and mana though.

TF with cap and lich bane actually does a lot of damage. You can easily 2 combo people down if they don't build super tanky, and you can 1 combo squishies with ignite.

Precisely why I main him Was more in the context of no major items/piecemeal stuff and vs. someone like Olaf or something. Usually you can kill someone at half HP lvl 4-5 with a flash-gold-q-ignite combo.

No it isn't. It's akin to the dodge stat (which was removed) and the 4% crit chance mastery (which was removed). If it were truly wild, it would be entirely based on luck. And luck isn't a statistic Riot wants players to have to deal with - do you know how much rage there would be on the forums if TPA were playing a game against WE in the grand finals deciding game (as an example of two teams), and Misaya (he's on WE or TPA, isn't he?) tried to pull a gold card, but repeatedly got blue cards and they lost because of that?

The ability to pull gold cards quickly and repeatedly is a skill that a very good TF player needs to know and be able to rely on. If you can't pull the card you want quickly depending on the situation, you're going to be much weaker than usual.
