Problem is.. Well let's compare it to Darius.

Darius is considered OP, but really isn't.

Darius's does not give him a buff, and has bleed prereq's. Mess that up and it's ruined. So you need to get stacks. Which in the heat of the moment, relatively, is not fast.

Instead, Cho just instantly gets to use it as he pleases-- no bleed prereqs. And he gets a buff.

Yeah, that's pretty OP
