It's been two months since the November update on PBE sign-ups, are they ever letting us know the current status?

Yeah theres a topic that shows the current status: Its closed.

That status hasn't changed in months.

they have said they are not gonna open sign ups for now 40 threads about the same thing and no one understands.... jesus

Pretty sure the sign ups are open every first 3 days of a month said by their wikia.

If you get an error on the sign up page, it can be due to a few things. The most common reason for the error is the username being taken. Good. There's enough people in here. Maybe they could start banning trolls and let more genuine people sign up who actually want to test.
