Actually, giving trolls the ability to report innocent players INCREASED their avenues for harassment. Prior to the Tribunal trolls would simply be jerks and feed on purpose. Now they still do those things, but they also bait people into responding in order to get their victims banned.

False.

If your naive view of the system were correct then we wouldn't see these kinds of reports when voting on cases. However, even a single day's sample of cases reveals that the system is inundated with such reports, demonstrating that the report weighting feature is either broken or does not exist in the first place.

That would be because they don't understand the difference between anecdote and statistics. A hundred cases out of 20 million players is 0.0005%. That is, in fact, extraordinarily rare. Lower than the chance of getting killed by a lightning strike.

The report for unskilled doesn't go to the tribunal, it just adjusts who you get matched up with.

The only abuse of the tribunal I see frequently is that people get reported for, as far as I can tell, just speaking Spanish. Even when it's polite Spanish, you see the occasional report for intentionally feeding when the person is like, 11/4.
