The runes are based on J.R. Tolkiens in the Book "The Hobbit"

It is a summary of Ryze's Lore and his abilitys.

It Reads: THERE ARE MANY ON RUNETERRA WHO ARE ATTRACTED BY THE STUDY OF MAGIC. BUT RYZE HAD FELT A MORE RAW AND PRIMAL CONNECTION. HE WENT OUT SEEKING WITCHES AND SHAMANS. HIS TIRELESS SEARCHING LEAD HIM TO THE SPELLCRAFT KNOWN AS THORN MAGIC. THIS REQUIRED RYZE TO TATTOO SPELLS ON HIS BODY PERMANENTLY INFUSING HIS BEING WITH VAST ARCANE POWER. HIS TRAVELS LEAD TO THE INDESTRUCTIBLE SCROLL THAT HE NOW CARRIES ON HIS BACK. THE PURPOSE IS TO SAFEGUARD THE SCROLL WITH THE INSCRIBED SPELLS THAT IS ONLY SECRET TO RYZE.

The Bottom Part is my own Rune language

Spell Flux - Rune Prison

(This is assuming that Ryze already knows his other spells and has learned these two from the scroll itself in my perspective)
