Low FPS/High Ping on Radeon Graphics Card

I have a Radeon Graphics card and I have a very low ping but my frames drop from 40-60 stable (120 max) to 07-12 fps. It's terrible laggy and nigh unplayable. Here are my computer specs is anyone else having an issue?

Computer Specs:
3.4 Ghz I7
Radeon 6850 (the drivers are updated)
16 GB DDR3 RAM

Internet Connection:
25 mbps up
25 mbps down

Bump. I have FPS drops too, ever since Vi patch.
