When I try to log into my account it saids I'm banned until January 10th 2013.

When I read the email it saids this 2013-01-09 22:30:03 as the date instead. Which I believe saids 10:30 January 9th..

I'm confused..

Also if its 10:30, where is Riot based? Is it 10:30 pacific, mountain, central or eastern time?
