It is not the council's job to determine what someone can or cannot do, whether it is a champion, OC, or otherwise.
In the Tryndamere x Sejuani argument, the council is NOT there to decide "these two cannot be in a relationship." Now, whether or not the lore states that it could never happen is a different problem, but the council is not there to decide on your RP for you.
What they would do, in that situation, is open a group chat or some other method of discussion, and personally talk with Tryndamere and Sejuani about what they can do. They would explain why the community disapproves, then map out the lore to find a solution that the community and the two approve of.
The council maps out the lore so it's easy to discuss, and then work with the two to find a solution that the TWO like. IF Trynd and Sej approve, then we all move on happy. If they DON'T, we keep working.
They would work with OCs if they directly affected or are affected by the lore. And on that note, they probably wouldn't bother OCs because the OCs' arguments rarely boil over.
