it's because you're not level 30. a while back, if you had a high normal elo but you weren't level 30, you would still vs level 30s so that queue time was shorter. riot fixed this a while back, making it much harder to vs level 30s. queue times are longer now if you have a high normal elo but you aren't level 30 because of this. hope that explains it

personally i think they should place you with people with your own skill lvl regardless if your lvl 30 or not.
