Heimerdinger, simply for the fact that he is a scientist first and fighter second or maybe even third or fourth. Everyone else has either aptitude for combat or destructive power.

Karma, definitely. Not just because she is awkward in game, either. Her lore is basically, "ONE DAY THIS CHICK WAS ALL MEDITATING AND STUFF AND THEN GAVE AN INSPIRATIONAL SPEECH, AND NEVER HAS EVER REALLY BEEN IN A FIGHT BEFORE LOLZ."

She is a figure head for hope at best.

Amumu, though he is strong in game, his lore only says that he always feels sad and other around him feel sad too. Other than that he is a kid yordle mummy that can feel sad.

Actually it would be Nunu. Nunu has no special powers and is still just a little boy, even if he is more mature for his age. All he does is tell his yeti brother what to do in fights.

Riven and Garen both seem to make use of some sort of magic, and fancy magic doesn't totally outclass brute strength.

He seems to be the one casting spells, while him and the Yeti seem to work together for his ultimate.

He is a bit like Annie as a child sorcerer in my opinion.
