While playing, I had a huge urge to draw something. Something related to League of Legends, but who? Then, I decided, "Lets try a crazy little yordle." and thus, I made Veigar without his hat. (Because with his hat, we couldn't see his face, and that's no fun.)

I made sure to have lots of details to show he has fur (As with all the male yordles in the game.) and to show he is really twisted and evil.

Still waiting on Unmasked Veigar to be an official skin. This only makes me want it more.

It's good that you're thinking about something quirky to draw fanart of. It's not a very popular concept, but there are those that wonder what's under veigar's hat and I think this satiates my curiosity quite well.
