hey iv been playing League of legends for about a week now and i bought $40 of riot points and i got xerath and the fire skin with him, the game servers went offline, i changed my region to Eu west and then google changing regions on league of legends, they say that it costs 2000+ RP to change and i changed to eu west to see if the servers are online it is, so then i changed back to NA servers, will i loose my riot points for this?

You only used the client to switch your login region, this is different from an account transfer (which costs RP). Account transfers are not available between EU and NA.

More simply, no, you will not lose any RP.
