O man you gotta teach me how to make them particle effect looking details in Photoshop! it looks sick!! You got my thumbs up =)

Most of the particles are hand painted. Either soft brush with opacity jitter on or like a custom brush (scattering).

The glow effects are done by setting the brush mode as Colour Dodge

There's just so much to say about your work -- the concept, angle, and colors all really stand out. I won't go on further, but I can definitely say this is an amazing piece. So good luck with the contest

This is really good but my only issue with this piece is that it doesn't look like Katarina, her outfit has completely changed. the only thing recognizable is the red hair.
