not sure why riot thinks ziggs is in a good spot and refuse to buff him.

Because he fills his role perfectly. If you are not having success with him, you're probably trying to shoehorn him into something he is not.

EDIT: For clarification, he is a poke burst mage, he will poke down enemies from a distance with high damage nukes, but if he gets caught it's all over.
