If that policy changed, visual upgrades/relaunches would take a considerably longer amount of time. The next champion would be even further away, behind Annie who would more likely be released in March or April. We have a lot of champions to get through. Players have pointed out that champs such as Taric, Sion, Sivir, and more are badly in need of improvements and we strongly agree.
I understand your desire to make skins (old legendaries in particular) even better when we're doing the upgrade. It's not that we don't see the same opportunities that you do - it's just that doing so would cost the team time and resources that could be put towards the next updated champion.

I understand what you're saying and I'll have to respectfully call it a bad idea.
The second half of my message got ignored (or just unaddressed). I would've been perfectly fine if AIW had been updated, but instead you guys added "Panda Annie". So not only does a champion who has, what, 7 skins already get a a new one, but instead of getting the already new particles she gets even
newer particles.
How can you justify the excuse of not wanting to waste time when you're already doing it here and now?
No offense, but it seems to lack a little logic from my perspective.
On a slightly related note. I think Annie's Q should match the Q on Panda Annie. The regular version seems too "loose". It's supposed to be a directed "bolt" of fire thrown at the enemy, but it feels like a massive cloud up until the last second before it hits.
