[Game Client] Vi's Q still goes on CD and costs mana when interrupted

Saw this in a game where Vi got silenced by Fiddle.

Play Vi vs Fiddle.
Charge Q and while charging, let fiddle silence you.
Q will go on full CD.

Same thing happened with Lux's Q and Swain's W.

And now once with Jayce melee E (i did get the full reset 3 times, but 2 times it didn't reset and i was stuck with the CD).
