I love Quinn's design. Like Vi, I bought her instantly just because I loved so much how she looked. I bought the red skin as well; Though, sadly, the default skin looks way better. Now I'm in that odd spot where I don't know whether to pick the red skin to show my commitment to the champ, or pick the default one because it looks so much better.
In any case, I really like this champion. She's fun and different -- And, while this may need to play out a bit more, after about 10 ranked matches as her I feel she's not OP or UP. She's about right.
At first, I thought she was very weak, because it takes a bit of effort to get her damage out. After some practice, I established a play style and I think she's pretty good. I've been able to do very well in lane even against real bullies like ez and cait.
The trick is to try and keep as close a proximity as you can so that your passive lands on one of the enemy players. When it does, attack to consume the passive, then E in for another passive, then Q. This will do sizeable burst damage and the Q will cause you to further win the exchange if they decide to stand and fight.
I've found bloodthirster then shiv are good starting items. The thirster for obvious reasons, and the shiv is very good when using your ult.
Which leads me to my next point. The ult. This is very good. The high attack rate (+80%) gives you some crazy damage, and you also are able to chase like crazy. This ult will secure many kills that few other champs could.
Fun champ, strong if played smartly.
