Innate Passive: Efficiency
Qin Long values efficiency in assassinating his targets. Qin Long deals 30% bonus damage against targets whose current health is below 20% of their maximum health.

Q – Flying Claw
Properties: Skill shot (Range: 800), Unable to pass terrain, Claw reveals target hit
Cost: 70 / 65 / 60 / 55 / 50 Energy
Cooldown: 16 / 14 / 12 / 10 / 8 Seconds
Qin Long sends out a flying Claw that attaches itself to the first enemy it hits, dealing 20 / 50 / 80 / 110 / 140 (+0.5 Bonus AD) physical damage. While Flying Claw is attached to the enemy unit, it slows the target by 15 / 20 / 25 / 30 / 35% for 3 seconds as long as the target is within 1000 range of QinLong. Reactivating this ability again when it’s attached to the enemy target will cause Qin Long to retrieve the flying claw, ending the slow duration and causes his target to bleed. Dealing 10 / 20 / 30 / 40 / 50 (+0.5 Bonus AD) magic damage per second for 2 seconds.

W – Blinding Dash
Properties: Fast Dash (Range: 600), Blinding Cone (Range: 600), Able to dash through certain terrains.
Cost: 100 / 95 / 90 / 85 / 80 Energy
Cooldown: 20 / 18 / 16 / 14 / 12 Seconds
Qin Long dashes forward with blinding speed and kicks up a cloud of dust behind him, blinding all enemies caught in that cloud for 0.5 / 0.75 / 1 / 1.25 / 1.5 Seconds.

E – Crimson Slash
Properties: Applies on-hit effects, Able to critically strike
Cost: 60 / 55 / 50 / 45 / 40 Energy
Cooldown: 6 Seconds
Qin Long slashes an enemy twice with his steel blades, dealing 25 / 40 / 55 / 70 / 85 (+0.7 total AD) each strike. Qin Long reduces 50% of the target’s armor for 1.5 seconds if he strikes his target from behind.

R – Dragon’s Breath
Properties: Cone (Range: 1000), Unable to pass terrain.
Cost: None
Cooldown: 125 / 100 / 75 Seconds
Qin Long stops in place and channels for 0.5 second. After a brief delay he breaths out fire in a large cone in front of him, dealing 400 / 600 / 800 (+0.8 AP) magic damage over 4 seconds to all enemies caught in the flame.

Qin Long mechanics:
Qin Long is a melee assassin type champion that excels in both assassinating isolated targets and dealing massive aoe magic damage in a team fight.
Qin Long does not excel in dueling due to his lack of sustain or steroids.
He is good at escaping due to his fast dash and Q for slow
He is good at bursting down champs due to his massive damage output over a short period of time
Ideal combos:
Q for the slow, W puts QinLong in range for E, E deals massive damage while retreiving flying claw when backing up can ensure more damage was dealt.
W for dash - Q for slow - E for slash and R for dot as Q is keeping the enemy champ under the flame

I like this champ, its a great assassin and I love assassins.
Specialy I like the Q and W :3
