And I honestly would take the armor seals over the GP10. +~13 armor seems a lot better than an extra 2.25 gold every 10 seconds. It takes 5.5 minutes for those gold seals to generate enough gold for a simple ward, while those seals may give you the defense to survive long enough to get off one last stun or heal and win a fight, netting you a ton more gold than that.
After thinking about this post, I conclude this to you OP:

If you're playing an aggressive lane, go armor seals. If you're playing a passive lane, go GP/10.

Use gold ones if you're going to play a passive support lane, like soraka.
Use the armor ones if you're going to play an aggressive lane, like taric/leona.

*Also note that Soraka does well with AD reds for harass.

Would you ever go MPEN marks or Mana Regen Seals on a Support?

MPen marks, almost never. Mana Regen I will occasionally use when playing Sona. It depends on how much you want to harass with abilities.

However, since the S3 rework, I find my mana regen to be quite nice with just masteries.

neither. cause seals give the most efficient armor and gold stats(exluding quints). but for seals armor. because living through the enemy ranged ad carries damage would prevent them from earning more gold than your gold seals would give.

never ever use mana regen seals even on mana hungry champs. the regen is near not noticeable, whilst having health per level seals or armor seals will save you much more likely. thus prevent the enemy from earning gold much more. the mana regen won't make much of a difference, but health per level or armor seals will make a difference more likely. even on anivia, health per level seals>mana regen seals.

As a general setup for all supports you can go flat armour marks and seals, gp/10 quints and 3 flat mr glyphs and 6 scaling mr glyphs or if you wish you can go cooldown reduction glyphs or mana regen.

I prefer the mr glyphs primarely because you shouldnt be spamming your abilities as a support anyway, maybe a slight poke here and there or positioning with aggressive supports but even then you want to conserve that mana to help ur ad carry. The MR helps you in gank situations and team fights, so either when the mid comes to gank bot if they are winning their lane, the jungler if they have ap based skills and team fights to stay longer and survive cc and bursts.

Gold/10 seals are only really good on tanky supports that really don't need the armour boost or on ones where you aren't in such a need for armour because of an extremely passive playstyle. So e.g. taric has a lot of armour anyway with his aura and then add any armour aura you may grab like aegis and the extra armour on u is overkill, esp cuz ur melee and prob won't be hitting much, leona is a tossup depending how you build her and ur play style. Soraka some say gp/10 becuz u play passively from behind but you still do get hit from time to time and she is super squishy.

The advantage of the gp/10 seals is that they give you 1/2 of a permanent ward. The quints give you 2/3 of a permanent ward. So if you have both you can have a permanent ward the entire time and have a bit left over that accumulates overtime to help you with buying items that give gp which snowballs you faster as a support.

So really it comes down to this 1 question:

Are you confident enough with the support champion you are playing to not die to an early gank or the opponent lane 90-95% of the time. If the answer is yes go with the gp/10 seals if not go armor in case.
