There's a new air client patch on the PBE as of tonight and as usual CnDgaming has an analysis for you, highlights include the new midrange armor and AP item Plate of the Warmage.

"A net mana cost increase over 2 skills. Verdict?"
Her rappel/cocoon mana costs were lowered not increased
I feel like Elise's viability wasn't hurt at all in this patch, and it really won't make her less op. More of a challenge building? Perhaps. Instead of building stacked mpen, you'll have to put in some mana regen for her to become effective. I'm thinking with the lowering price of Athene's (Even if it is insignificant), it might become an essential item for her.

I would definitely have to disagree with you.
The NET change between the 2 skills was a cost increase (net being the combination of the two). And, I think that the substantial increases to her Q cost are enough to make her viability in lane genuinely in jeopardy, I agree that this may be counterable with items but that in itself proves my point; you're now sacrificing the early pen stack that makes her OP in order accommodate this mana cost nerf and that will subtract legitimately from your lane presence.

Interesting thought with the Athene's though, I think it runs too counter to her end game build priorities though (pen stack with HP tankiness and mild mitigation)

Passive early, OP late. I see no real difference. Even without her Q, which was never much of a burst to begin with, rather pretty much sustained damage, her kit refuses to make her unviable, even in laning phase. Just by building a chalice and guise at the same time, you've easily made up for the mana increase, and all that's happened is it takes a little more time to build your next item.

Besides, I jungle Elise. Currently Twisted Treeline is dominated by bruisers, and if there are no strong AP champions on the team, naturally they will begin to stack armor opposed to magic resist. Because of this, early game I focus on becoming tanky. I'm not too much of an asset to my team early damage wise, but my kit still allows me to bring in just as many kills. Then--when I decide the right moment, I begin building my strong mpen items, like blackfire torch, and out of nowhere, I have an incredible burst, sustained mana, and am still tanky. All that happens is it takes a while longer to become a scary threat.

Because I main her as a jungle, it gives me room to recall all the time. I really don't see any viability issues with her, maybe just a change in playstyle.

I too have tried her in the jungle, and I don't think her viability is really at stake so much as her strength as a top tier laner. Her jungle probably won't feel it at all especially if you play at the level where you're timing relics, her lane on the other hand doesn't lose viability, but definitely loses strength (if no where else than just in early to mid-game)

That's not a bad thing to me
I personally don't like OP champions that don't take skill, because everyone knows how to counter them. Hidden OP is where it's at.
