I feel like spectating a match would be worth more if we could earn a bit of IP for it. Not as much as playing an actual match, but maybe 5 or 10 IP for every 10 minutes you watch or something, and maybe a bonus if you watch the whole thing. I think spectating can be a good way to learn how to play better, and I think people would use it more if they got a reward for it, even if its small.

5 IP per 10 minutes sounds like a good idea, except that the IP bonus should only be given to certain games, like Pro games or people that aren't your friends.

Spectate a game -> AFK.

Thats what will happen and thats why it won't be implemented.
