Namely had ~6k IP earlier and grabbed a 3150 champ I've ben wanting. After a match, I came back and noticed my IP hadn't gone down. Curious, I bought Ashe because of her low cost. IP still at 6k. I'm going to hold off on buying champs for a while because I don't want to abuse this, but I thought Riot should know this.

Im pretty sure the issue is just it not updating. you'll know if its giving you free stuff if you can buy another 3150 champ, since that would exceed the total amount you had

went on to one of my accounts that had like 700 Ip on it to see if this was glitching the same way. as soon as I played a game the Ip didn't get added. so I bought a character on the shop and the Ip went down on both but they are still split by the amount that I got in that game. Odd lol.

Well, guess it was just delayed, I logged back on just now and found my IP had been deducted the proper amount.
