doesn't work if you had less than you needed before the patch. otherwise it works

This is probably true. I was able to buy Nasus earlier, which brought my IP down to about 89. After that, I played some games and earned up to 829 IP, yet I can't unlock Nunu, who is a 450 IP champion.

The issue is related to the server not recording your IP gains, while your account does.

So far, there is no current fix known, nor whether Riot has noticed or worked on this. There is a mega thread on the bug forum about this, hopefully making it more visible will encourage a response.
