Tribunal needs an option to punish the reporter

Believe the wait of a judges vote is also weighed by accuracy. I know i had a string of punish cases then suddenly it gave me 4 no brainer pardons in a row which made me wonder if it tries to detect punish spammers

No. You can't punish somebody for reporting because you have no idea whether or not there's already a report for them in the system for that game (i.e. over harassing people with report threats). It would lead to double jeopardy situations. If they didn't harass, then I also don't like the idea of punishing somebody for something that nobody in the game even knows they did.
