I think that Malzahar, Mordekaiser or Nocturne would be the scariest champs.

Malzahar has been consumed by the void and is nothing but a vessel for the void to reap destruction.

Mordekaiser is a giant suit of armor that controls an army of the undead.

Nocturne would be the most scary psychologically.
