I like the skin, it looks great! And it looks like a lot of work went into it. I have a couple questions and a few suggestions.

Q: Will this be legendary, or the semi-legendary (1350) cost?
Q: If it is Legendary, will new VO be implemented?

Suggestions:
I feel like the walking animation is alright (I especially love the haste-run animation, looks like he's ready to bust down some walls!), but his shoulders feel clunky. Not terribly so, but just a little jerky looking. Purely aesthetic, and could be intentional. Maybe I'm just picky.

I don't like the animation of his Q, personally. I know it would look a little silly to have the full-fledged Garen Flip with all the armor, but something a little more satisfying. Unlike with the Classic skin, I feel like I'm not really accomplishing anything significant.

His auto attack animation is easy to get used to, though it does look rather silly when you turn around right after autoing. Again, could just be me being picky.

Bug find!
When you're spinning and hit your recall button, Garen recalls without performing the cool new animation.

Other than these things, I think the skin looks absolutely amazing and the Riot peoples did a great job on it! And on Steel Legion Lux too, her ult is so satisfying. As is Garen's. I can't wait til live iadulfgha;o.
