You're forgetting the fact that KhaZix is squishy as hell and he is an assassin. He needs some form of escapes/gapclosers built into his kit to do the role that he is required to do.

Kha'zix's cloak lasts for like 1 second, rengar's lasts for what? 7 seconds...sounds balanced to me
