Is olaf underpowered?

his win rate hovers around 42-45% for basically his entire existance.

Most champ win rates are high 30 low 40's during their release week. His win rate makes it seem like he is pretty good.

thresh is holy **** amazing

every game i'm with thresh i read his tooltips so i refresh myself on what he does, and sometimes i explain to thresh what he can do :P

his win rate will be more accurate in like 2 months or so when people have played more games with him and fleshed him out a little more

I don't know about anyone else but I see him miss used so much. Currently in normal pvp I am 17 wins and 2 losses with him. He seems soo good to me. Not op and not up. I find it better to build him 0-21-9 and build tankier with some cdr and aura items, also with his ult you need to be tanky enough to get in at the right time pop your ult and get that 5 man huge dmg and slow. And for goodness sake his shield isn't the good part about him i max that second maxing q first for the cooldown and the dmg.

Ya hes pretty UP needs buffs.
