Okay so I've been noticing that Garen only needs a black cleaver and he typically ends up with the most, or 2nd most damage on his team even though the rest of his items are pure tank?

Or you could try something crazy like focusing him when he doesn't build tank or avoiding him when he begins judgement. Pretty easy to do with a stun, snare, or slow after he casts Q. Seriously guys.

the problem is all he needs is cleaver. Then he just builds tank. Yet he still dominates the damage charts as nearly a perfect tank.

I hate Garen.

He does need a bit more than a black cleaver, but his sustain, mov speed boost, silence, spin 2 win, kick ass ult.. God I hate Garen!

Do as everyone else does: buy Warmog's.

i dont have trouble against garen if i get to counter pick him........ but if not lol thers really not much u can do... mess him up early game .. zone him.. hes still gunna come back a baws late game. no matter what
