I have decided to try to combine one of my favorite games now(LOL) with the favorite game from my childhood. (p0Kemon)
The rules are simple you name one P0Kemon from any generations and you state
:Name
:Position(tank, ap carry, etc.)
:Passive, Q,W,E,R
and one of their abilities must be named and based on a actual P0Kemon move or ability.

I"ll start it with

Umbreon

Tank, support

Passive: Poison glands
Umbreon does True Aoe damage around him when he falls below 40% of his max HP

Q: Shadow fang
causes umbreon's next basic attack to do bonus magic damage and lowers the opponents magic resist for 5 seconds.

W: Moon shield
Creates a shield that lasts 5-10 seconds (based on level) based on Umbreons max hp
if placed on a ally by helping hand it still is based of Umbreons max hp

E: Helping hand
The next ability used by Umbreon can be placed on a ally, after "helping" the ally Umbreon gains bonus armor, magic resist, and health regeneration.

R: luminescence
Umbreon gains bonus vision range and revels stealth-ed units within a small range around him, for 15-25 seconds
This ability also does a small amount of magic aoe damage within the range of umbreon's vision, like 12 each second.

Ap carry

Passive: Rebirth

Q: Flash Frost
W: Crystallize
E: Frost Bite
R: Glacial Storm

Arceus

Ap tank jungler

Passive: Godhood (grants bonuses to all stats for every 1% of max health)

Q: judgement (spin to win need a say more)
W: Protect
E: fly (like repel)
R: Roar of time (yes its dialgas move no i dont care)

Darkrai

Passive: Bad Dreams: Enemies near Darkrai who are asleep take true damage each second.

Dreamer's Daze: Darkrai puts all enemies in a target area asleep. Affected minions are asleep for 3 seconds. Affected champions are asleep for 2 seconds.

Phase: Darkrai becomes nearly intangible, causing him to take reduced damage.

Numbing Strike: Darkrai assaults the target with a small punch, giving them a stack of Numb. Upon reaching max stacks, the target is put to sleep for 2 seconds.

Curse: Darkrai takes 25% of his max health as true damage. In turn, all enemy champions within a large radius will take 10% of their max health as true damage over 6 seconds. Darkrai then becomes untargetable, but unable to take action for 3 seconds, doubling his health regeneration.

Who?
Q - Spalsh
Magikarp spalshes around like a fool.
W - Splahs
Magikarp splahses around like a fool.
E - Splsah
Magikarp splsahes around like a fool.
R - Evolve into Gyarados
