i cant find a way to make akali start with double passive.. i just start with one... but in the past season i started with both... masteries for double passive?? someone... thanks

You have to use runes which you should have in the first place. There is no reason not to start with double passives other than the fact that you don't have runes.

I would say it's fine as long as you have both at lvl 2, but that's just me.

You still can, just need to get AD reds, will help you out a lot.

7 AD reds, 3 ap quints. You take 6 ap and 3 ad from the mastery page. Basically you have to sacrafice your archmage points.

Flat AP quints/Blues and flat AD reds... there you now have both passives and you can still put yellow runes on..
