My problem with Hurricane is it's rare for anyone to stand close enough together to really reap the benefits of it.

The rest can really utilize their gold better elsewhere.

Hurricane + Malady + Deathcap = more theoretical damage on Varus than IE+PD+BF Sword. Unfortunately, you don't always get to deal theoretical damage, because it means being within range of 3 targets instead of 1.

So you get zerker's, BT, PD, IE, GA, then SS?

Where do you even find the room for it? There is literally nothing ADC can afford to drop in their build.

Honestly, it's pretty **** on any ADC who's going to be building crit. Even those with good on-hit effects, such as Varus and Kog'Maw, will get way more out of a Phantom Dancer if they have/will have an Infinity Edge. You could go Blade of the Ruined King-Hurricane against health stacking teams, but crit-builds really just do more damage in most situations. :/
