You can try submitting a ticket to support but only about three permas have ever been overturned.

Or any possible way i can transfer any of the RP i bought on that account over? Or skins.. anything? i have been taken away about 300 dollars worth of RP now... i am sorry and i really would like to talk to someone!

The support staff are all riot employees. Though they tend to use copypasted responses when dealing with common issues.

No they will not allow transfers of anything attatched to the account.

To be fair 300 is enough for an entire console let alone one game.
