Edit:

I just tested him on the PBE, and he does gain a very small amount of attack speed per level. Approximately +1% per level and a base attack speed of .625.

Level 18 is .731 AS, so that IS really, really low. But not static.

Sounds like a coding error; they put the decimal in the wrong spot, or they failed to add a 0 (or, more likely, put too many 0's).

1) He get's scalling on-hit damage.
2) He get's a big AD boost.
He does not need to do more damage.

*) Also, attack speed has no effect on the AD% boost. It's always 200% over 10 seconds.
i.e.
Attack 2x per 10 seconds: You'll add 100% * 2 = 200% damage.
Attack 10x per 10 seconds. You'll add 20% * 10 = 200% damage.

So there's no reason to let it charge, and always better to hit faster, since he'll add the base damage and soul damage in.

I truely love you guys its always the same... "Oh he needs buffs give him this this this this and this." buffs happen then it turns out to be "Fuuu riot you buffed him and now he goes 1billion/0/0 I walk past my turret and got one hit at lvl 1" Yes way over exagurated but pretty much what happens he gets buffed you complain he doesn't you complain. DONT CHANGE THINGS THAT DON'T NEED IT.
ADC thresh is good, the fact you can change support/tank into ADC proves it.
AP thresh is amazing
Tank/Sup thresh (my fav) is uncompairable

If you move a decimal space, he'd have a ridiculous +10% per level. At level 18, he'd have 1.69 AS with no items?!
That said, maybe it is supposed to be 2% and they typo'd in a 1%....

AP thresh sucks.

He has the same attack speed per level as blitzcrank. They did that because he already has a passive AP and Armor per level as well as a somewhat large extra attack damage from his Q.
