Can someone explain to me the logic behind highlighted items in the new shop?

It used to be only items that you had enough money for were highlighted, but now it seems kind of all over the place. I thought maybe it was items in a current build path will be highlighted, but that doesn't happen all the time either. I thought maybe it was a bug at first, but it's been several patches and nothings changed.

What's really going on here? It's driving me nuts, especially when I accidentally buy something when I thought I had something else selected. Can anyone help me out?

That's the thing. If it was a bug I would have thought that Riot would have at least acknowledged it by now.
