Nope. She's only strong in aoe-centered comps. Bullet-time alone without mass aoe cc to pin people down is actually not that good. And she suffers from the same problem squishies with no escapes have in the League of gap closers.

(her hp, hp per level, mana regen, etc etc)

Look at her. Picked in a fourth of all games, with a thorough 55% win rate. Something does not seem right when a champion get's that much popularity and win rate

But late game you can walk all over her.

Not all champions are going to be the same strength at every point in the game. Instead of *****ing about how strong a champion is why not think about what you can do to counter them? Be productive not destructive.

She is in a good spot. She is strong but she still lacks escape and that is actually a big problem for her.

Early game she is strong. She is more relevant late game though.
