Pretty much. A few changes here and there.
I think the change was geared towards more competitive players (diamond, plat)
Most people that high pretty much know each other, and it is probably fun playing in a league with them, but as a Bronze V player in a division full of people you don't know... :P its just grinding the same old way.
I do admit, I feel like I am progressing more because of the divisions within tiers
