Is it random or not, like the higher point people (or higher division) get first, 2nd, 3rd pick. While people with lower points get a lower pick in champ select? Thanks!

It use to be 1/5th chance in solo queue and if you duo queue the leader gets 40% chance to be captain. Now it doesnt seem to be like that i would like to see a red post on this.
