But anyway how good is Poppy top lane? i hear shes horrible early game but shes a late game carry, but...how hard is it to get to her late game without getting beat by 90% of the other tops that play in the lane

She's pretty much an exaggerated version of Nasus top. Worse at start, better at end

Depends on how good your opponents are. You won't win against people who really know what they are doing but you can get away with it if they arnt super aggressive and/or are physical damage based. Top poppy has been tried, and deemed a failure but like most "counters" in the game, that stuff only applies for mechanically superior players. For example, I know cait counters vayne, but my cait play isn't very good so it doesn't mean I am going to win the lane.

Not bad, but you have to be very good at positioning, and her ganks are very situational.
